Early steelhead are moving into the lower Clearwater, drawn by cold tailwater releases from Dworshak Dam. Flows were holding high at 13,100 cfs at Spalding on August 7, with water temperatures a frigid 48°F—ideal conditions for fresh fish. Expect flows to decline in the coming days. Small hair-wing and skated steelhead flies are your best bet right now.
